Why now

2028 won't wait for a rebuild

The Montana Legislature appropriated modernization funds in the 2027 session, but a full system replacement is a multi-year program. The 2028 federal election cycle begins filings in spring 2027. A public mirror, stood up in weeks from a sample export, guarantees continuity of access during the rebuild — without introducing key-person risk or blocking the existing maintainer's workflow.
